About Us

EU4GG in ALBANIA

The EU for Good Governance Programme is a cornerstone of the European Union’s support to Albania in advancing public administration reform and good governance. With a budget of €48.1 million under IPA II, the programme aligns Albania’s reform agenda with EU standards, fostering a public sector that is more efficient, transparent, accountable, inclusive, and responsive to citizens’ needs at both national and local levels.

The support builds on the progress achieved through previous Sector Reform Programmes, including Public Financial Management reform (under IPA 2014), Public Administration Reform (under IPA 2015), and anti-corruption efforts (under IPA 2016).

By integrating budget support (€36 million) with technical assistance (€12.1 million), the EU4GG Programme addresses Albania’s strategic priorities, ensuring alignment with EU integration processes. 

The programme aims to improve governance by:

  • Establishing transparent, well-coordinated policy planning and budgeting systems.
  • Strengthening human resource management and civil service reform.
  • Enhancing fiscal autonomy and domestic revenue collection.
  • Supporting decentralisation and improving local government capacities.
  • Increasing institutional integrity, transparency, and citizen engagement.

The budget support aims to improve governance through direct financial transfers. This approach aims at strengthening Albania’s ability to execute reforms while fostering accountability and transparency. The key focus areas include:

  1. Public Administration Reform (PAR)
    • Promote civil service reforms to create a professional, depoliticized workforce, with clear career paths and automated payroll systems.
    • Support the harmonization of administrative procedures and alignment with EU best practices through new guidelines.
    • Strengthen impact assessments and public consultations to ensure inclusive policymaking.
  2. Public Financial Management (PFM)
    • Integrate budget planning with long-term strategic policies to ensure efficient allocation of resources.
    • Strengthen public investment management by reducing fragmented approvals and improving oversight of Public-Private Partnerships (PPPs).
    • Introduce enhanced commitment controls to prevent re-accumulation of arrears at both central and local levels.
  3. Decentralisation and Local Self-Governments
    • Improve fiscal autonomy for local governments by implementing the 2017 Local Finance Law.
  4. Accountability and Anti-Corruption
    • Develop and monitor integrity plans across institutions to address corruption risks systematically.
    • Ensure compliance with transparency laws, including open data regulations and citizens’ access to information.

The Complementary Support Component focuses on technical assistance, capacity building, and policy dialogue. The expectred results are achieved through the following projects and initiatives:

  1. EU4Good Governance -Technical Assistance and Capacity Building: A dedicated EUR 3.6 million technical assistance supporting capacity building and policy reforms in Public Administration (PAR), Public Financial Management (PFM), Anti-Corruption, and Local Government. This technical assistance enhances institutional effectiveness in these critical areas. read more

EU for Municipalities – EU grant to NALAS for Municipal Sub-Grants with the aim to support the development potential of municipalities and improve the socio-economic and environmental conditions of local communities in Albania. The project aimed at addressing the main problems that affect the quality of life and economic prospects of the community by aligning them with European standards. read more
  3. Municipalities for Europe: A dedicated project aiming at strengthening local governments’ EU related capacities and reaching out to Albanian citizens and Albanian local administrations with information about the EU, its policies, programs and funds, supporting them in understanding and embracing their role in the EU integration process, fostering alignment with European standards at the local level.  read more
  4. Support for the Multi-Donor STAR3 Programme: Co-funded with other development partners and implemented by UNDP, aiming at strengthening local government effectiveness and efficiency, consolidating systems, standards and organizational capacities in place, expanding and sustaining service delivery innovation and best practices, and institutionalizing local government accountability to women and men for enhanced participatory governance. read more
  5. PEFA: The goals of the PEFA Program are to strengthen capacities to assess the status of the PFM system and develop a practical sequence of reform and capacity development actions. read more

  • Greater Transparency and Accountability: Strengthened monitoring of reform implementation through independent oversight institutions.
  • Enhanced Awareness and Visibility: Broadened public understanding and acceptance of good governance reforms through targeted visibility efforts.
  • Standardized Public Services: Improved and harmonized delivery of public services at the local level.

Institutional Stakeholders for the EU for Good Governance

The EU4GG Programme works closely with a wide range of institutional partners, ensuring that reforms are implemented efficiently and sustainably. Key stakeholders include:

  • Prime Minister’s Office (PMO)
  • Minister of State for Public Administration and Anticorruption
  • Minister of State for Local Government
  • Ministry of Finance (MoF): Overseeing public financial management reforms
  • State Agency for Strategic Programming and Aid Coordination (SASPAC)
  • Department of Public Administration (DoPA) and Albanian School of Public Administration (ASPA): Promoting civil service reforms and capacity building.
  • Public Procurement Agency (PPA)
  • Agency for Support for the Local Government (ASLG)
  • Anti-fraud Coordination Service (AFCOS)
  • General Directorate for Anti-Corruption (GDAC)
  • HIDAACI (High Inspectorate of Declaration and Audit of Assets)
