On 24th of October 2024 the EU4GG project, in partnership with the Minister of State for Support to Local Government (MSLG) and the Agency for Support to Local Government (ASLG), organised a roundtable on “Harmonising the Municipal Competences and Finances” bringing together representatives from the project’s six pilot Municipalities (Berat, Divjakë, Permet, Pogradec, Pukë, Shkodër) and other key stakeholders.
The event was opened by the Minister of State for Local Government, Arbjan Mazniku, and by Marie Augouy, Programme Manager for local government at the EU Delegation to Albania.
🔹In the first part the participants discussed the existing legal framework and the extent to which it has been harmonized with the Municipal competences in the context of decentralisation. It also provided the local government representatives with the opportunity to make interventions related to the specific situation in their respective Municipalities.
🔹The second part of the roundtable was devoted to models of inter-governmental fiscal transfers in the context of local government reform and included a review of the different practices and options linked to adapting the existing formula for inter-governmental transfers to the new reality, including performance-related incentives aimed at raising revenue at the local level.
The roundtable took place in the framework of the inter-institutional dialogue between the central and local government level and will be followed by other activities in this regard.
