Reviewing the extent of citizens’ participation in local decision-making

As part of the process linked to strengthening the dialogue between local governments and their citizens the EU4GG project team met with the pilot Municipalities for the purpose of reviewing the extent of citizens’ participation in local decision-making and to look more closely at the transparency of the public consultation process.

In this context joint visits were undertaken to the Municipalities of Berat, Divjake, Permet, Pogrodec and Shkodra by the project expert team together with the staff of the European Integration and Projects Unit of the Agency for Support to Local Government (ASLG) during which discussions took place with local government officials on questions linked to strengthening democracy and public participation at the local level.

This activity takes place in parallel with another EU4GG project activity linked to enhancing the inter-institutional dialogue via the Consultative Council of the Government of Albania whereby local governments act as spokespersons of their citizens by ensuring that the latter’s feedback on legal acts, policies, strategies and projects reach the central institutions.

The strengthening of the inter-governmental dialogue via the Consultative Council will also strengthen feedback procedures from the central level to the citizens via the local governments on proposals formulated by the latter.
