Strengthening Ethics and Integrity in Public Administration

📆 During October and November 2025, under the EU for Good Governance (EU4GG) project, five national trainings were delivered on: “Training on Ethics in Public Administration: Principles, DoPA (Department of Public Administration) Oversight, Disciplinary Bodies and Ethics Advisors”.

The trainings were held in Tirana and brought together Ethics Advisors and representatives of Human Resources units from central administration (line ministries and subordinate institutions), two groups from municipalities across the country, as well as participants from independent institutions and regulatory bodies.

🤝 They were facilitated by the EU4GG team of experts, in cooperation with the Department of Public Administration (DoPA).

The sessions covered key topics such as ethics principles in administration, conflict of interest, rules on gifts and favours, the supervisory role of DoPA, disciplinary procedures, and the advisory function of Ethics Advisors. Through a combination of presentations, practical exercises, and role-play, the training aimed to enhance institutional capacities for the practical implementation of ethics, integrity, and accountability standards in public administration.
