On 29 July 2025 the EU4GG Project, in cooperation with the Agency for Support to Local Government (ASLG) and the Local Finances Department of the Ministry of Finance of Albania, organised a technical workshop on Strengthening the Financial Autonomy of Albanian local governments.
Representatives from the EU Delegation to Albania, the Cabinet of the State Minister for Local Government, the Municipalities of Elbasan, Fushe-Arrez, Pogradec and Tirana, as well as staff from the Ministry of Finance, including the Property Tax directorate, the Budget Directorate, the Public Investment Directorate, and the SIDA-funded ProTax project took part in the discussions moderated by the representatives of ASLG and the Ministry of Finance.
The aim of the workshop was to present and discuss the preliminary findings of the EU4GG expert team on the following two priority areas:
1) Assessment of municipal capital investment financing, including current practices, governance constraints and possible reforms within the overall framework of public investment management to improve planning, funding and implementation.
2) Options for performance incentives for municipal property taxation with a particular focus on improving tax collection performance.
This was complemented by specific country cases and lessons from European countries with a variety of public financial management systems.
