Duke pasur parasysh burimet e kufizuara, rritja e produktivitetit t\u00eb administrat\u00ebs publike\/sh\u00ebrbimit civil \u00ebsht\u00eb e domosdoshme.<\/p>\n\n<p class=\"wp-block-paragraph\">  Ligji p\u00ebr N\u00ebpun\u00ebsit Civil\u00eb do t\u00eb ndryshohet s\u00eb shpejti. Amendamentet do t\u00eb adresojn\u00eb disa \u00e7\u00ebshtje duke propozuar ndryshime themelore. Megjithat\u00eb, disa element\u00eb thelb\u00ebsor\u00eb t\u00eb nevojsh\u00ebm p\u00ebr p\u00ebrmir\u00ebsimin e performanc\u00ebs s\u00eb p\u00ebrgjithshme t\u00eb administrat\u00ebs publike i jan\u00eb l\u00ebn\u00eb K\u00ebshillit t\u00eb Ministrave p\u00ebr t&#8217;i rregulluar.
