Public Consultation of the draft Cross-Cutting Strategy for Public Administration Reform

Experts from the EU for Good Governance (EU4GG) project have provided technical assistance to strengthen the draft Cross-Cutting Strategy for Public Administration Reform (CCPARS) 2030 and its accompanying Action Plan, developed under the leadership of the Minister of State for Public Administration and Anti-Corruption.

As part of the public consultation process, the draft PAR Strategy was officially launched and discussed during two consultative meetings held on 4 March 2025, with support from the EU4GG project. The draft PAR Strategy was presented to a wide range of public and non-public stakeholders, including partner institutions, civil society organizations, the private sector, academia, media, and development partners.

The feedback and proposals gathered during the consultations are instrumental in refining the strategy and ensuring it meets the highest standards of public administration reform in Albania. The Cross-Cutting Strategy for Public Administration Reform provides a comprehensive strategic framework to guide the design and implementation of reforms through to 2030.

The PAR Strategy is based on five pillars:

  • Policy Development & Coordination
  • Civil Service & Human Resource Management
  • Service Delivery & Digitalisation
  • Organization, Accountability & Oversight
  • Green Public Administration

EU4GG will continue its support to the implementation and monitoring of the PAR Strategy.
