
HIGH LEVEL CONFERENCE ON PUBLIC ADMINISTRATION REFORM
Organised by: EU Delegation to Albania, EU4GG project in close cooperation with the Minister responsible for Public Administration and Anti-Corruption.

The success of Albania’s EU integration process depends mainly on the public administration. Given limited resources, enhancing the productivity of the public administration/the civil service is imperative.
The Law on Civil Servants is being amended soon. The amendments will address several issues by proposing fundamental changes. However, some crucial elements needed for improving public administration’s overall performance are left to the CoM to regulate. Among those elements are the key performance management instruments.
A conference on emerging trends and international theoretical and practical developments, with contributions from business experience, could inspire the Albanian authorities in designing new secondary legislation.
The conference is to be organised by the Good Governance Communication and Visibility project (supported by the EU4GG) in cooperation with the State Minister for Public Administration and Anti-corruption/DOPA.
The main topics to be discussed:
- Performance evaluation
- Financial and other rewards related to performance
- Allocation/delegation of responsibilities as a tool of performance management
