The success of Albania’s EU integration process depends to a large extent on the strength and effectiveness of its public administration. With limited resources, enhancing productivity across the civil service is more important than ever.
On 26 March 2026, the EU-funded #EU4GoodGovernance (EU4GG) project, in close cooperation with the European Union Delegation to Albania and the Minister of State for Public Administration and Anti-Corruption, organised a High-Level Conference titled: “Enhancing the Productivity of Public Administration through Improved Performance Management.”
The conference featured high-level speakers, including EU Ambassador Silvio Gonzato, Minister of State for Public Administration and Anti-Corruption Adea Pirdeni, and Head of the SIGMA Programme, Gregor Virant, who shared key perspectives on advancing public administration reform.
“An efficient, transparent, and accountable public administration is key to delivering quality services and ensuring Albania fully benefits from EU membership. There cannot be a successful EU integration without a strong civil service trusted by the people, which is why the EU is supporting Albania in this effort,” said the EU Ambassador Silvio Gonzato.
Bringing together key stakeholders, the conference provided a platform for exchanging practical insights and policy approaches, combining Albanian experience with EU expertise — particularly through contributions from the SIGMA Programme and panelists from the EU Member States — to support ongoing reforms and future policy developments and in designing the relevant primary and secondary legislation.
The discussions focused on key performance management instruments and reforms, including:
- Performance evaluation systems in the civil service
- Linking performance with financial and non-financial incentives
- Allocation/delegation of responsibilities as a tool of performance management
The #EU4GoodGovernance project continues to support Albania in strengthening governance, enhancing institutional capacity, and aligning with EU principles of public administration, contributing directly to EU accession progress under the Fundamentals cluster.
